Selling on WhatsApp
Meta Business Agent: what WhatsApp's AI agent does, what it costs, and when you need one that sells
Meta now ships its own AI agent for WhatsApp and Messenger. Here's what it actually does according to Meta's documentation, what it costs, how to turn it on and off, and the point where a business needs an agent that also takes orders and collects payments.
In short
- Meta Business Agent is Meta's AI agent that replies to customers on behalf of a business on WhatsApp and Messenger (with Instagram being added); Meta announced its global rollout on June 3, 2026.
- It comes in two versions: one you switch on inside the WhatsApp Business app (Tools → Meta Business Agent), and an enterprise platform that runs on the WhatsApp Business Platform (the API) and connects to your own systems.
- In the app, Meta says getting started is free and paid subscriptions are coming. On the API, Meta has charged $2.00 per million tokens since August 1, 2026, which it estimates at about 4 to 5 cents per message, even inside the free window from click-to-WhatsApp ads.
- It answers questions, recommends catalog products, qualifies leads and hands chats to a person. Creating orders, confirming payments or booking into a calendar requires your developers to connect your own APIs on the enterprise version.
- Meta's docs say the agent replies in the customer's language but that English has the strongest response quality.
Meta Business Agent is Meta’s AI agent for businesses: it replies to your customers on WhatsApp and Messenger (Meta says Instagram is being added) using your business information, recommends products from your catalog, qualifies leads and hands the conversation to a person on your team when needed. Meta announced its global rollout on June 3, 2026, and in the WhatsApp Business app it’s free to start.
That raises the real question for anyone who sells on WhatsApp: if Meta gives me an agent, why would I pay for another one? The honest answer depends on what your agent has to do after it answers. This guide separates what Meta actually documents from what you’ll read on social media, with a source for every claim, so you can decide for your own business.
Everything about Meta in this guide comes from Meta’s official pages, checked on October 13, 2026. Fluxi sells an AI sales agent for WhatsApp; we say so up front and point out where Meta’s agent is the better pick.
Two products under one name#
Most of the confusion (“it’s free” vs. “it charges per message”) comes from mixing up two different things.
The WhatsApp Business app agent is for small businesses. You switch it on from your phone under Tools → Meta Business Agent. It learns from your Facebook Page, your past WhatsApp chats and your website, and you can upload catalogs, price lists, FAQs, documents and photos. According to Meta’s product page, it answers questions, asks customers for their details, recommends products, gives prices and handles questions about discounts, payment and shipping, around the clock.
The Meta Business Agent Platform is for enterprises. It runs on the WhatsApp Business Platform (the official API, not the app) and you configure it in code: knowledge, instructions and connectors, which are calls to your own systems so the agent can check stock, look up an order or book a slot. That’s how Meta’s developer documentation describes it. Meta says the platform connects to “hundreds of systems like Shopify, Zendesk, and Shopee” (Meta newsroom, June 3, 2026).
One more name to keep apart: Meta AI is the assistant people chat with in their personal WhatsApp. It is not the agent that answers your customers.
What it can do, according to Meta#

Sources: WhatsApp Business blog, Meta newsroom, product page and Capabilities documentation, all checked October 13, 2026. “Not documented” means we didn’t find it in those pages.
On the platform, Meta also excludes some industries for now: finance, government, health, alcohol, gambling, over-the-counter drugs and matrimony services.
What Meta Business Agent costs#
In the WhatsApp Business app: Meta says getting started is free and that “in the coming months” businesses will access the agent through paid subscription offerings. No prices yet. TechCrunch reported at launch that Meta plans to include it in some tiers of its WhatsApp Business subscription (TechCrunch, June 3, 2026); that’s press reporting, not a Meta price list.
On the API: since August 1, 2026, Meta charges one global rate of $2.00 per million tokens. A token is a chunk of text the model processes, roughly three quarters of an English word. Each reply reads the conversation and your business knowledge, so Meta estimates 20,000 to 25,000 tokens per message, or about 4 to 5 cents per message:
| Conversation | Agent messages | Approx. tokens | Meta’s estimated cost |
|---|---|---|---|
| Simple question (“What time do you open?”) | 4 | 80,000 | 16 to 20 cents |
| Complex support (step-by-step help) | 10 | 250,000 | 40 to 50 cents |
Sources: WhatsApp Business Platform pricing, effective October 1, 2026, and Meta’s explainer on non-template messages, where the examples come from. Checked October 13, 2026.
Three billing rules that change the math:
- Ad traffic isn’t free for the agent. When someone messages you from a click-to-WhatsApp ad, Meta opens a free entry point window of up to 7 days where your messages aren’t charged. Meta Business Agent messages are still charged for tokens inside that window.
- One flat rate. Meta publishes a single global rate for the agent and mentions no volume discounts; it says it will charge all businesses for this usage.
- You can cap it. The platform lets you set rolling budgets (1, 7, 14 or 30 days) in tokens or agent turns per conversation. When a cap is hit, the agent finishes its current reply, stops answering and routes the chat to a human. With no budget set, usage is unlimited (budget docs).
What Meta charges when you use a third-party agent#
Replies from any agent that isn’t Meta’s, or from a person on your team, are service messages. Starting October 1, 2026, Meta charges them per message at each country’s utility-template rate, after 1,000 free service messages per business number per month (Meta pricing page). Messages sent inside a click-to-WhatsApp ad window are still free. You also pay the agent’s platform. Meta published its own comparison for 10,000 messages in Brazil: a third-party agent at roughly 2 to 3 cents per message for simple conversations and 9 to 10 cents for complex ones, versus 4 to 5 cents for its own agent. Those are Meta’s estimates, not an independent measurement.
The practical takeaway: price per message isn’t the whole story. A 4-cent agent that answers but leaves you to create, confirm and ship the order can cost more than a 9-cent agent that closes it. What matters is revenue per conversation.
How to turn it on (and off)#
These are Meta’s steps for the app version. If the option isn’t there, it hasn’t reached your account or market yet; Meta doesn’t publish a country list and says more markets are coming.
-
Make sure your number is in the WhatsApp Business app
The app agent runs on a number registered in the WhatsApp Business app, not on the API.
-
Go to Tools → Meta Business Agent
Authenticate, link your Meta account if prompted, and confirm.
-
Teach it your business
Let it learn from your past chats and add your website or catalog. You can upload price lists, FAQs, documents and photos. Meta recommends complete, current product descriptions.
-
Test before going live
Use test mode, review the answers and rewrite the ones you don’t like; rewrites shape future replies.
-
Choose who it answers and what it hands back
Set it to reply to everyone, only new customers, or only people coming from your ads, and flag topics it should always transfer to you. You can step into any chat at any time.
To stop it, step into the chat and reply yourself, narrow who it answers, or switch it off from Tools. On the API version, your app takes over by sending a message and hands the thread back to the agent with Meta’s thread-control API.
The enterprise route is a developer project: a number on the WhatsApp Business Platform, a Meta app with the WhatsApp messaging permission, an eligibility check for the number, and knowledge, instructions and connectors configured through the API (Meta’s setup guide).
Where Meta’s agent stops#
None of this is a knock on Meta. A general agent built for millions of businesses has a general scope. These are simply the points that decide whether it fits you.
- Actions need integration work. On the enterprise version, creating an order, confirming a payment or booking an appointment runs through your APIs, which someone has to build and maintain. For the app version, Meta doesn’t document how orders get created or paid.
- Latin American operations aren’t plugged in. Cash-on-delivery carriers, Dropi, local payment gateways such as Mercado Pago, and GoHighLevel don’t appear in the documentation we reviewed. Shopify, Zendesk and Shopee are named.
- Calendars are on the roadmap. Meta lists connecting calendar tools as a future capability.
- English first. Meta says English has the strongest response quality. If your customers write in Spanish, test with real conversations.
- One agent per number. On the API, a number already running another AI agent integration can’t enable Meta’s.
Meta Business Agent vs. a specialized sales agent#
We compare Meta’s agent with what a sales-focused AI agent does, using Fluxi as the concrete example because we know it from the inside. Rows where Meta wins are marked.
| Criterion | Meta Business Agent | Specialized sales agent (example: Fluxi) |
|---|---|---|
| Cost to start | Free in the app (Meta wins) | Monthly platform plan; Fluxi is quoted over WhatsApp |
| Setup | Minutes, inside the app, no integrations (Meta wins) | Connect your number through the official API (that number stops being used in the WhatsApp Business app) and configure the agent’s jobs |
| Where it lives | Inside WhatsApp and Messenger, no extra tool (Meta wins) | A separate dashboard with conversations, orders and customers |
| English quality | Meta’s strongest language (Meta wins for English-only businesses) | Replies in the customer’s language; built Spanish-first |
| Answer questions from your info | Yes | Yes |
| Take a cash-on-delivery order | Not documented; custom APIs on the enterprise version | Validates the address, quotes shipping and creates the order |
| Confirm and ship through Dropi | Not documented | Confirms with the buyer and ships to Dropi when they say yes |
| Collect payment in the chat | Not documented; confirm payments via your APIs | Sends a payment link or bank details and checks the receipt |
| Book calls and route them to closers | Booking claimed; calendar tools coming | Qualifies, books into its own calendar or GoHighLevel, routes to closers |
| Collect overdue installments | Not documented | Yes, on orders placed in Fluxi |
| Human handoff | Yes | Yes, with the full conversation visible to the team |

Which one fits your business#
You mostly answer FAQs and close the sale yourself. A salon, a restaurant or a small shop where most messages are hours, prices and delivery questions. Meta’s app agent is probably enough: free to start, live in minutes, nothing new to learn.
You sell cash on delivery in Latin America. The sale isn’t done when you quote the price. Someone has to capture a complete address, create the order, confirm it before the shipping label is printed and chase delivery issues. Every returned parcel costs you shipping plus the ad spend that brought the buyer. And orders don’t arrive during office hours: on Fluxi pages, 6 in 10 cash-on-delivery orders arrive before 8 a.m., after 7 p.m. or on weekends, and Sunday is the busiest day (our own measurement, July to October 2026). You need an agent that executes those steps; see how an AI agent for COD dropshipping with Dropi works and our WhatsApp order confirmation templates.
You sell high-ticket offers through calls. Coaching, a $2,000 program or a service closed by a closer on a call. The agent’s job is to qualify, book into the right calendar, remind and brief the closer, and if you run GoHighLevel, to move your pipeline stages. See AI appointment setting, our guide to the AI appointment setter and WhatsApp inside GoHighLevel.
You’re an enterprise with developers. If you already run Shopify or Zendesk and have engineers, Meta’s platform lets you build a custom agent with your own connectors and pay per token. The build and the upkeep are on you.
Where Fluxi fits, and where it doesn’t#
Fluxi is a platform for selling with AI, built in Colombia for Latin American businesses that sell on WhatsApp. Its agent isn’t a button-flow builder: you switch on the jobs you need, write instructions the way you’d brief a new sales rep, and the AI decides what to do in each conversation. The difference from an agent that only talks is that it takes real actions in your operation:
- Sales: takes cash-on-delivery orders with a validated address and a shipping quote, or sends a payment link (Mercado Pago, Confío, Shopify checkout, or Stripe for US accounts) or bank details, and checks the payment receipt.
- Order confirmation: messages the buyer when a COD order comes in, confirms or cancels it, and ships it to Dropi once the buyer says yes.
- Logistics: explains Dropi delivery issues to the buyer in plain words.
- Appointment setting: qualifies leads, books into Fluxi’s calendar or GoHighLevel, sends reminders, follows up on no-shows and routes appointments to closers.
- Collections: chases installments and balances on orders placed in Fluxi; see payment reminder messages.
- Launches: registration, class reminders and the open-cart sale for live events; see webinar reminders on WhatsApp and launches.
- Comments and abandoned carts: replies to Instagram and Facebook comments and moves people who ask into a private chat; follows up on carts abandoned in Fluxi’s checkout or Hotmart.
A person on the team can take over any chat from the inbox. The AI replies in the customer’s language.
Example conversation, fictional store and data, translated from Spanish.
Customer: Hi, I saw the shoe organizer. Do you have it in black, and how much is it?
Agent: Hi! Yes, black is in stock. One is $89,900 COP and two are $149,900, free shipping, and you pay when it arrives. Which city is it going to?
Customer: Pereira, just one
Agent: Great. To place it I need your full name, the address with neighborhood, and a contact number.
Customer: Laura Gómez, Carrera 8 # 23-15, Álamos, 300 123 4567
Agent: Thanks, Laura. To confirm: 1 black organizer, $89,900 cash on delivery, to Carrera 8 # 23-15, Álamos, Pereira. Is the address right?
Customer: Yes
Agent: Your order is in. I’ll message you here when it ships or if the carrier needs anything.
Behind “Your order is in” there’s an order created with a validated address and a shipping quote, ready to go to Dropi (right away or once the buyer confirms, depending on your setup). That’s the part a general agent doesn’t do unless someone builds it.
When Fluxi isn’t the right fit:
- You only need to answer FAQs: Meta’s agent is simpler and cheaper.
- You run an English-only business in the US or UK: Fluxi’s agent replies in the customer’s language, but the product is built Spanish-first for Latin America, and cash on delivery with Dropi is a Latin American workflow.
- You need an AI that talks on the phone: in Fluxi, calls are made by a person on your team.
- Your team lives in HubSpot, Kommo or Salesforce: GoHighLevel is the only external CRM Fluxi connects to.
- You support customers on Telegram, SMS or web chat: Fluxi works with WhatsApp, Instagram and Messenger.
FAQ#
How much does a WhatsApp AI agent cost?
Meta Business Agent is free to start in the WhatsApp Business app, with paid subscriptions announced but not priced yet. On the API it costs $2.00 per million tokens, about 4 to 5 cents per message by Meta's estimate. Third-party AI agents cost their own subscription plus Meta's service-message fee, which Meta began charging on October 1, 2026 after 1,000 free service messages per business number each month.
How do I turn on AI in WhatsApp Business?
With your number registered in the WhatsApp Business app, go to Tools → Meta Business Agent, authenticate, link your account if asked and confirm. Then let it learn from your past chats, add your website or catalog, test it and switch it on. If you don't see the option, it hasn't reached your account or country yet.
How do I stop the AI agent in WhatsApp?
You can step into any chat and reply yourself at any time, and you can change who the agent answers (everyone, only new customers, or only people coming from your ads) or switch it off from Tools. On the API version, your app takes control of a conversation by sending a message and releases it back to the agent when done.
Can WhatsApp's AI agent access my chats?
Meta Business Agent learns from your past WhatsApp chats, your Facebook Page and your website, plus anything you upload, such as catalogs, price lists and FAQs. That's how it learns your prices and your tone. Meta AI, the consumer assistant in personal WhatsApp, is a different product.
Is Meta Business Agent the same as Meta AI?
No. Meta AI is the assistant people chat with in their personal WhatsApp. Meta Business Agent replies to your customers on behalf of your business.
Can I run Meta Business Agent and another AI platform on the same number?
Not on the API version. Meta's documentation says a number that already runs another AI agent integration can't enable Meta Business Agent, so you pick one per number.
Does Meta Business Agent work in Spanish?
Yes. It detects the customer's language and replies in it, and it reads your knowledge sources in their original language. Meta's own documentation notes that English has the strongest response quality, so test it with real Spanish conversations before you rely on it.
